A list of National Pest Plant Accord (NPPA) species, based on the 2012 NPPA manual.

All plants on the NPPA are unwanted organisms under the Biosecurity Act 1993. These plants cannot be sold, propagated or distributed in New Zealand.

Also, NPPA species cannot be exhibited for public display, although Section 53 permission can be applied for through MPI which ensures risks are mitigated appropriately.

See https://www.mpi.govt.nz/biosecurity/how-to-find-report-and-prevent-pests-and-diseases/partnerships-programmes-and-accords/national-pest-plant-accord-for-preventing-the-sale-of-invasive-weeds-in-nz/ or email nppa@mpi.govt.nz for further information.

Exclusions within the NPPA species list are:
Calluna vulgaris: double flowered cultivars are excluded.
Cenchrus: C. clandestinus and C. americanus are excluded; all other Cenchrus are NPPA species.
Euonymus japonicus: small-leaved cultivars such as ‘Microphylla’ and ‘Emerald Gem’ are excluded.
Polygala myrtifolia: the cultivar P. ‘Grandiflora’ is excluded.
