Bark beetle or wood pecker damage? On spruce tree near creek. Damage is near base of tree and continues as far up as I can see, and includes round holes as well as the patchy bark.

Description

I THINK this is spruce needle rust but I'm not sure. The alternate host for that species, Labrador Tea (Ledum groenlandicum) is common in the area.

@tepary comments "A normal bud is usually longer than it is wide. The gall is wider than it is long." Potentially genus Dasineura. @awenninger is investigating whether a further ID is possible by DNA.

The white/sometimes pinkish larvae are visible in some of the cropped images, inside the bud gall.
