ID uncertain, but fairly confident it is a hawkweed given small black spines on bracts, and spreading hairs on leaves and stems. Leaves are present fegularly on stem, ruling out several of the non-native species, and undivided (ruling out H. umbellatum). Growing in exposed bedrock with Potentilla norvegicus, several lichens, Diervilla lonicera, Vaccinium angustifolium.
