There were schools of these fish swimming past what is used as a whitebait stand in the season. The photos aren't great but I posted anyway as there is no iNat record at all for what is a common fish at this location. I'll try to remember to take the GoPro next time I'm there and see if I can get some clearer photos..

My best guess. They are on the sand in the tide pools at the rocks on the way out to the island. Usually quite a few but they sit individually rather than together.
They are small and so well camouflaged they are hard to see well. I have tried (and always failed) to get some decent photos over a number of trips. These are the best yet, but still very unclear. I'm thinking I might have to catch some into a jar next time I'm there.

From the same rockpool as https://inaturalist.nz/observations/195999850.
On this day there were still plenty of bluefish, and there were also a couple of parore hiding among the rocks. They would shoot out for a look then go back into hiding. I had to set the camera going and move away to get the photos.
I also notice that what looks like a spotty has gone past in one of these photos. I did see it but this was the only photo - not good enough for an observation of its own.

A small school of half-size fish in the deeper part of the lagoon where there will be more freshwater than in the shallows where the larger schools of juvenile fish predominate.
These are deeper-bodied than the smaller fish seen in the shallows.

There are usually schools of juvenile mullet in the tidal shallows of the lagoon. I think they are grey (sea) mullet, mainly because of the amount of freshwater present, between tides.
