Taxonomic Split 110156 (Committed on 2022-04-26)

Suborder Scutelloida, which contains most of the observations, was moved from Order Clypeasteroida to Order Echinolampadacea. So the greatly narrowed Order Clypeasteroida needs to be split to deal with clashing IDs
