This plant is the same plant as https://www.inaturalist.org/observations/111771629.
The flower is about 1 cm in diameter and this plant has submerged leaves.
I think this is not a planted plant since it grows in a small roadside ditch. But according to the past records, Nymphoides hydrophylla is only found in Meinong, Kaohsiung. Hualien is out of its native range in Taiwan. So this should be an escapee.

I think this plant should not be identified as Nymphoides cristata since this name is confused with N. hydrophylla, both them had been applied on the same taxon which is native to Taiwan. The unknown Nymphoides in this observation should be an alien species to Taiwan.
