Not good photos (cellphone shots and sillouette looking into sun) but too small to be harrier (about magpie size) and clear distinctive call and rapid wing flapping as it flew away. Was being harassed by a tui. Have spotted one in the area twice before over the last couple of years, once from only 20 meters away.

Not sure of type. Could be common bully? but was quite greenish. Around 60mm long. Quite a few of them sitting on bottom of muddy creek feeding a stormwater pond.
