There are other observations along the Woodland Trail identified as Elymus virginicus:

https://www.inaturalist.org/observations/40521084
https://www.inaturalist.org/observations/62922275
https://www.inaturalist.org/observations/41332902

There are closeup photographs at https://www.inaturalist.org/observations/53229089.

There is a description of this variety at
http://beta.floranorthamerica.org/Elymus_virginicus_var._halophilus.

Several characteristics mentioned can be seen in the photo.

Plants glaucous, ..., becoming reddish brown at maturity.

Spikes exerted...

Glumes ... bowed out in the basal 1-2 mm.

Could be Q falcata but I do not think it is. There seems to be domatia developing in the vein axils which Q falcata does not have. There is a large mature Q x willdenowiana about a 1/4 mile away from this tree. The more I look at a lot of these trees the more I think that there might be a hybrid swarm at this location.

Most sources do not describe michauxii as present in NYS. However, an old book about the flora of Staten Island mentioned its presence in undisturbed wetlands on the island, which prompted me to keep an eye out for any remaining specimens- this is the only mature tree found so far, though a younger specimen is present in another park further south on Staten Island.
