On Mirabilis nyctaginea.
It was difficult to photograph through the "silk" (or whatever that's called), but in person the coloration seemed to be an alternating pattern of thicker red/orange/brown stripes/areas and thinner light-green areas.
There were a couple of other leaves on this same plant that had one of these nesting at the base of the upper surface of the leaf as well.

This is probably Little Cactus Bee, Diadasia rinconis. This is a prickly pear specialist which digs tunnels in hard packed dirt.
