The extended gorget suggests Costa's. Have seen one before in area. No purple or red color seen on head by me. I was looking at the eye ring area and it looked more like an eyebrow than a ring. And the white patch back of the gorget looks larger than the Anna's.

ebirders have been identifying this bird as an Orchard Oriole, and the relatively short straight bill and short tail appear to support that.
