I have no idea what this is. The app Picture Insect said it was a mantisfly, but it lacks the front raptorial legs. It could possibly be a lacewing. The green lacewing is native to the area this bug was found, but the color is dark than that of the green lacewing, also the proportions are off.

Perhaps a newly fledged or sick bird? It was walking down the street while watched over by two crows. It hopped into this low branch. Merlin did not have any suggestions.
Two youngsters who have been chasing and fluttering all afternoon.
Animal was hit by a car and deceased at the roadside. I stopped because it was very unusual to see this species in this area, although reports were starting to filter in.
